Nvidia gt710 sli not working on a dell optiflex 780

So here it goes,

I bought a corporate computer Dell optiflex 780 with the following specs:
core 2 quad q6600
8gb RAM
1tb HDD
and GT 710 2gb

This was bought from a pc retailer on ebay.
Using the video card plugged in, i can only get an image if i use the video card VGA/DVI. The image has static green on the darker shades of the screen. Moving the mouse or windows shifts them so i know its not the monitor.
I can not install an nvidia driver at all, as it says its failing to install. Windows installs its own, but in device manager it gives me error code 43.
I reinstalled from win 7 which the pc came with to windows 10, updated drivers (except video card which i cant install to save my life)
Bit of a puzzle here as looking on forums it says i should be able to fit all that. PSU is 250W one.

Any pointers would be greatly appreciated

Boot into Safe Mode (F8), and remove any of the old GPU drivers. Then in Safe Mode with Internet install new drivers.
I'm used to seeing error 43 in the BIOS with Radeon cards that can't display the Dell BIOS screen but they run OK other than that.
The Optiplex 780 only has one GPU slot. I see SLI in your post. The GT710 isn't going to SLI with the Intel onboard GPU. The 710 is a low level card and won't SLI with anything. You will have to connect the monitor to the video card and use the card alone.

Apologies,
i might have gotten SLI wrong was refering to slim card as it fits in the sff case. I will try your solution tonight and see how it works. The wierd part is that the screen has that static green right when booting it, before loading windows.
