Okay, so some things to note:

Usually the 7600k is for overclocking, and in order to overclock you need to get z series board, in your case, a z270. The 7600k does not have a CPU cooler, only non k series CPUs do.

Since you are a beginner however you dont really need to overclock, so getting an i5 7500 non k with a b250 motherboard would make more sense, you wont be able to overclock but you will save at least $100. However, overclocking CPUs dont really have that much of an advantage to begin with in terms of gaming performance.

Now with the extra $100 you can add that towards your GPU, You always want to spend a lot in your GPU as much as you can, because the GPU is usually the most frequently upgraded part of your...

Now with the extra $100 you can add that towards your GPU, You always want to spend a lot in your GPU as much as you can, because the GPU is usually the most frequently upgraded part of your computer, so faster gpu = more years to use it.

a 1070 is about 20 to 40% faster than a 1060, so you will get maybe 1.5 to 2 years more out of it than a 1060. In general, you would be upgrading less frequently.

If you want to keep your CPU longer, I would suggest the r5 1600/b250 combo, because of the following:

- Comes with 6 cores and 12 threads, opposed to the i5 which has only 4 cores and 4 threads. This will enable you to watch youtube and game a lot easier, as well as be more prepared as games begin to use more CPU power. i5 is already becoming obsolete in some games so just keep note...

-Can be overclocked if you decide to overclock and squeeze some performance from it in later years

-basically same performance as i5 in newer games.
