Nvidia Gtx 1070 FE underperforming!!!

I've read many threads about my graphics card under performing and I've tried various things to try and fix it and nothing happened. I am a newbie when it comes to computer hardware and stuff but i do know my way around from a beginners perspective. I've played the game SCUM on epic settings with my gtx 1070 FE and I'm averaging 35 FPS, I'm not sure whats wrong and i need help. I took a screenshot of my benchmark.

That's unfortunate. I would say take advantage of that and massively tighten the timings but it would be asking too much if you're not familiar with it. Your Mobo might not allow it too. Also, no worries. Your RAMs will save you money when you decide to upgrade your CPU+MB.

As for your GPU, try to keep it cool. Cooler GPU can be faster by getting higher boost.

judging by the steam reviews (which are mixed), this game (which is an early beta release) is a buggy mess that plays like junk on the highest settings. Not sure it's your card, might just be the game isn't ready yet to play smoothly on high graphic settings, and needs some more work.
 


That might be the cause but I asked other players in game and there was a guy running a gtx 970 and getting 40fps or others running a 1070 and averaging around 65fps
 
If this is the only game running poorly with your system then it's probably the game, adjust settings lower to increase the fps a bit higher until it's better optimized. Also make sure you have the newest GPU drivers downloaded as that may help.

You do want to free up space on your SSD, 9gb isnt enough for the cache and you'll notice poor performance. Typically you want to leave 15-20% open, if there's games on it move them to your HDD as most games don't need to be on a SSD unless they have very long loading screens.
 
It's the game 99% sure. Don't really trust what people says about performance out of hardware specialized forums like this, because there's a ton of things that they won't be taking in account, like resolution or Nvidia/AMD control panel presets, overclocks or just lying. Your CPU and GPU are giving all from themselves so it's the best. Of course assuming your drivers are up to date.

Anyway, your GPU temps are kinda high, 83ºC is the limit where the GPU starts to throttle, to reduce it's performance to avoid getting much higher temperatures. You should check your fans speed or even the thermal paste.

3.I have noticed the cpu has been running on a very high clock speed on a few games including counter strike go.
 


The ram sticks are in the correct spot, I enabled xmp and it ran worse, then i disabled it and my results are at the bottom. I am also going to update my bios but will need to go buy a usb drive, so i will get back to you on that one.

Your results look much better. If XMP doesn't work after BIOS update, enable it to load the RAM profile, then manually lower RAM frequency to 3000 or less to make it stable.

BTW, your RAM is running at 2133MHz instead of 3200MHz.
