Nvidia GTX 1080 needs 16GB Ram to run fully optimal?

Looking again, "performance" is relative to recommended or minimum settings for the game you have selected (there is a button to show recommended or minimum).
So the recommended or minimum spec for the game you have selected is 8GB of RAM.
This is unaffected by the choice of graphics card.
I think you are looking at the "relative performance" number.
They are trying to highlight your weakest component, shown as 100%, and relative performance of other components.
What you are describing means 8GB of RAM is required for equivalent performance to another component. 16GB of RAM is then 200% performance.
For RAM this doesn't really make a lot of sense. Once you have enough, more won't improve performance.
In other words, 8GB is enough. There is no harm in having more though.
Personally, I would want to have more than 8GB of system memory when using a graphics card with 8GB of video memory.

False. If you are running demanding games such as ARK or 7days to die, at higher resolutions, like 4K, your system will end up using above 8 GB of RAM.

I saw myself using 10 GB on ARK and another friend got 16 GB DDR3 from me as a gift and is now using the full potential of 7dtd while using around 8GB of RAM. If you are getting or using a 1080, you should get at least 16 GB of RAM. Otherwise you might experience some games to be "laggy"
