If I'm not mistaken, the 650 Ti Boost is on par with a 7850, so the 7790 is a bit slower.

The GTX650 ti boost is close in performance to the HD7850 2GB. So if they are the same price, then get the GTX650 ti Boost.

Well I would say that he is probably able to play at somewhat decent settings because of the resolution that he is currently running at 1366x786 is a fairly low resolution 1080p would be 1920x1080.
