No. Generally, gt 630 is not a very good gaming card and you should be able to run gta 4 but in the lowest settings.

Look at the gtx 650 or amd 260x at a minimum.

I agree with RobCrezz it's going to take an $130 card at least to achieve medium to high on gta 4.
