Question NVIDIA Quadro P400 - Windows not Starting

Hi All, I hope you can help.
I have 2 NVIDIA Quadro P400 on a ASRock B460 pro4
32Gb Ram and Inter i9

If I plug in the second P400 and boot, I get the Windows Logo and rotating dots
If I boot with 1 card in the PCiE1 slot, it boots fine.

I then can sleep the PC and add the second card PCiE3, doing this allows me to have all my screens from both the primary and secondary cards.
The issue is with the reboot, it does not boot and start windows with the two cards plugged in

I think I have found the solution in other posts.
In the uefi and Chipset, I set the primary Graphics to PCiE1 instead of Auto.
