Question NVIDIA QUADRO RTX 4000 Works in one system but not in another ?

I just built a new system:
  • MSI MPG Z590M GAMING EDGE WIFI LGA 1200 Intel Z590 SATA 6Gb/s Micro ATX Intel Motherboard
  • 11th gen. i9-11900K
  • SAMSUNG 980 PRO M.2 2280 1TB PCI-Express Gen 4.0 x4, NVMe 1.3c Samsung V-NAND 3-bit MLC Internal Solid State Drive (SSD) MZ-V8P1T0B/AM
  • G.SKILL Ripjaws V Series 64GB (2 x 32GB) 288-Pin PC RAM DDR4 3200 (PC4 25600) Intel XMP 2.0 Desktop Memory Model F4-3200C16D-64GVK
  • Fractal Design Ion Gold 850W 80 PLUS Gold Certified Fully Modular ATX Power Supply
Installed windows 10 pro 64 bit.
Using integrated graphics from i9
Everything working great.

Bought a new PNY Quadro RTX 4000 VCQRTX4000-PB 8GB GDDR6 PCI Express 3.0 x16 Video Cards - Workstation
I installed graphics card and when turn on computer I hear a click in the PSU and get nothing.
If I unplug power from PSU to graphics card computer powers up but I get message on screen to "power down and plug in PCIe power to graphics card"

I took graphics card out of this system and installed in old system and it works fine. So I take psu out of old system and install in new system without new graphics card. Won't turn on at all.

What am I missing here?
