The one thing you can do to make sure somebody does something you don't want is to ban them from doing since that will make them want to do it even more.
Yeah that's a no brainer. When I was young if you told me not to do something, that translated in my adolescent brain to "you have to do this now". Same applies here I believe.

We're not talking about teens here, and willing to do something and be able to do it are two separate things.

The sanctions will translate in supply shortages and cost increases, at least short-term. Then, even if Chinese chip manufacturers decide to "build their own casino, with blackjack and hookers", so to speak (god knows they steal enough IP to do that), it'll still require a significant amount of time, money, and other investments. As opposed to them effortlessly making use of another countries' cheap tech to do it anyway.

I was just pointing out that the "don't do it" mentality and people doing exactly what they aren't supposed to (whole countries/governments included) that is kind behavior seems to be hard wired in the human brain on some level. But I agree with everything else you said to be clear....

I believe that in the real world this is usually less a result of a defiant teenage-like "You can't tell me what to do attitude." than a real difference in goals and values.

There is genuine conflict that exists that should not be ignored or explained away.

I very much agree. I never said they should be ignored nor explained away. I only stated that I felt the mentality of telling someone that they can't do something frequently leads to it happening anyways, regardless of the motivations of getting them there, be it cultural, political, needed for survival, goals values, teenage like rebellion or otherwise via a metaphor while doing my best to keep politics out of it. Though to be fair I could have elaborated further in my original post. People will find a way to get what they want at the end of the day regardless of any obstacles put in the way, is my more refined answered if pushed (not to say things like sanctions don't have worthwhile valid uses). I hope this clarifies my position a little better.
