Nvidia shadowplay will not record 60 fps over 1080p

I just got a 980 ti so I am playing at 1440p now but I ran into an issue with geforce experience, even with the fps set to 60 it will only record at 30 fps at an resolution over 1080p. 1080p records 60 fps but anything over it records 30. I tried reinstalling geforce experience but that didnt fix it. I was able to record 1440p 60 fps with shadowplay back on my gtx 770
