The Nvidia shield doesn't support a whole lot of games. Games like portal and other puzzle games are supported. You can find simulator games and even sports games such as madden. There trying to get bigger releases this year as well as the support for mobile games. It's a good solution for travelling but nothing serious. Here's the games list : https://shield.nvidia.co.uk/games/android

Shield allows you to stream from your PC, so there's a large amount it can potentially work with - depends on the controller interface, but anything that's a console port should be fine?

It depends on his PC. Unless he has a compatible Geforce card in his PC then he will be able to stream games but he may not have a Geforce CPU or even a gaming computer and this may be his entry into gaming so if he can't stream games then he will have to rely on the store which isn't the best. But hey it's better than the windows store xD

Yeah - I made that assumption that the OP knew about the nVidia GPU / decent home network requirement which didn't help keep my answer clear - my bad
