Nvidia shield to server?

Can I stream from a rack mount dellpower edge server to a Nvidia shield tv or tablet? If so any installation stuff I should know. I need to stream from windows server 2012 standard or 2016 server standard. For games like ark and csgo from steam app, supposedly you need a Nvidia video card to do this, but is that true in not how Can I make this happen?
