Question Nvidia Tesla K80 on PCIe 4.0?

I recently ordered a K80 to put in my personal system so I can do machine learning, and was wondering if the 16x PCIe 3.0 of the card would still be fully utilized by the 8x PCIe 4.0 because of the doubled data transfer rate between the two generations.
