nvidia - video stutters, image splits on mouse move

In the past two days, when I use a mouse to move a window, the window splits in two horizontally, with one part lagging the other as the mouse moves.

In what I'm guessing is a connected problem, video stutters.

Everything fine up until this. GPU not overheating.

Win 10 Pro, 32GB, Asus 4K monitor, 1080 Ti

Be grateful for any thoughts.

Wow that is weird.

Run Process Explorer and see what happens when you do that ... what application is being driven flat out ... that at least points you in the right direction.
