Question Nvidia/Windows scaling keeps reverting but settings don't change ?

EDIT: It specifically looks like my Cleartype/antialiasing is being turned off when I adjust settings, then reverts after a few moments.

Having an issue that I fixed previously resurface. Today I got hit by a power outage and that seemed to affect my PC negatively, resetting some configurations I had.

I have two monitors and a 3060, the issue is that the monitor I am not actively using, after about 60 seconds or so, will flash black, then appear again, but the quality of the image is reduced. Not by a lot, but it's noticeable, and game look very jagged, reading is annoying, in general it's not how it's supposed to look.

When I change my size and scaling settings in Nvida Control Panel and hit apply and keep changes, it will look how it's supposed to for a minute, then revert back, as if I hadn't changed anything, but the settings I changed stayed adjusted. I fixed this issue several months ago, but I cannot for the life of me remember how I did it. I didn't need to download anything, and my cables are fine. I've enabled Cleartype and that did nothing, I've turned off several "auto scale" options in Windows. I've disabled Gsync and AA, I've disabled Desktop resizing.

Does anyone know what setting is causing this? Video attached.

Reset the BIOS by jumper clrCMOS or JBAT or similar (eventually you will have to set the boot priority correctly after that)

check windows integrity
open the command prompt as administrator and type DISM /Online /Cleanup-Image /RestoreHealth

clean boot


check the memory by running memtest.org usb autoinstaller (bootable USB flash drive)

check the hard drive for errors with its manufacturer´s tool and if available, update the firmware

use ddu uninstaller and reinstall the latest graphics driver

I feel like you just copy/pasted this and didn't read that this is an Nvidia settings issue.
 
you are right, but if this issue is software related, the nvidia settings should be resetted after these actions.
The issue is that the settings WERE reset.

The default settings are causing the issue, I cannot find the proper combination of settings that I had before to alleviate it.
