I heard that the new NVLink bridge technology makes possible memory scaling. Is that true for the new generation of cards? Specifically, will I get 16GB of memory from two RTX 2080 cards running on NVLink SLI?

Short answer: Yes, but not for gaming unless the game developers specifically do it. Which has been a feature of DX12 for a while anyway.

I would not expect this though. Targeting the .1% of people that would have SLI or NVLink SLI is just not worth it outside of a tech demo.
