Question NVMe doesn't show up in BIOS as a bootable device

Hello I have an asus z390-a prime motherboard bios version/date of American Megatrends Inc. 2004, 11/2/2021. I bought a 4TB crucial PCIe 3.0 NVMe M.2 SSD P3.
When installing the motherboard into the NVMe slot, bios says there's a storage device but under bootable devices it's not there. I currently have a 1TB WD hard drive in right now but even in disk management the NVMe does not show up so if I can't even format it. Is this a motherboard/ NVMe problem? They only thing I haven't tried was installing it to another computer. I had abought the P4 version and there was the same issue so I returned it.

Its not a bootable thing until you install an OS on it.
 
did you have another storage connected? unplug those?
full system spec?
Yes I have a 3 TB WD raid 0 configuration now. Kinda scared to unplug those sata/power connections for them since I don't want to break the raid.

I have an i7 9700k, asus z390-a prime motherboard, 16 gb DDR4 ram, gtx 970.

I mostly just want to format the m.2 so that I can install windows on it and it as my new OS drive.
 
I just wanted to increase the speed of my hard drives since I didn't have an SSD at the time but had those 3 1TB WD HD.

Disregarding the RAID thing....

With a properly constructed USB to install with, and NO drive installed except for this new one, what happens when you boot up?
sorry for the late response, I work during the week.
I plugged my mechanical HDs that are in raid0, installed the nvme properly. When starting up with an usb that has a folder with windows 11 installation, it says Reboot and select proper boot device or insert boot media in selected boot device.

Before I got to that screen I checked the BIOS to make sure the NVMe is the first boot priority which it is.

When I originally had the raid0 installed the NVMe wouldn't even show in the boot priority.
