Question NZXT X52 240mm AIO TDP limit?

I have a I7 9700k (4.9GHZ all cores) and it is thermal throttling, The liquid is sitting at 39 degrees Celsius, the CPU sits around 90-100 degrees C while running Cinebench, the Package TDP (Based on what intel's Extreme Tuning Utility shows) is 181W, whats the chances i should replace the cooler with a more beefy cooler or, do you think it is something else, like a seating issue?

If you would recommend me to replace the cooler, what kind of 360mm AIO should I get(360 would fit and look better then a 240mm, i just had the 240 because of my previous case limits)
