OBS 720p down scaling blurry

Hi all,

Ok, so when i record with OBS playing csgo at 1080p and downscaling to 720p40fps i have a very blurry output. Example here - https://www.youtube.com/watch?v=4xoBZ5QdRCQ

When I record at 1080p my game is very laggy and screen tears like a bitch

i'm running
I5 5400
550 TI evga 1gb (I am upgrading to a rx470 would that help?)
8GB ram


What setting effect the sharpness of downscaling, i have tried high bitrates but no avail.

try nvidia shadowplay instead maybe you get better results...
