OBS lagging when playing cinematics of SC II, but working perfectly when actually playing the game

Hello everyone,

I have been having a problem with OBS (Open Broadcaster Software) and I can not figure out what's happening.

I try to stream on twitch with OBS gameplays of StarCraft II (the wings of liberty campaign). Whenever I am actually playing the game the stream works perfectly, but as soon as the cinematics start (or any interaction in the lobby with other characters) the stream or preview stream lags horribly and freezes constantly (Note however that the sound is still playing just fine), like it was very hard to encode or something (I am not an expert in this things). I believe the configuration that I am using is in harmony with my Laptop Components. Here I highlight the most relevant:

OBS settings:

Encoding: x265
Max Bitrate (kb/s): 1500
Resolution Downscale 1.50 (1280x1080)
Filter: (Lanczos (best xetail, 36 samples)
FPS: 30
Process Priority Class: Normal
Scene Buffering Time (miliseconds): 700
x264 Preset: Very fast
Keyframe Interval (seconds, 0=auto): 2

Have you tried the Nvidia shadow play.
Much less of a resource hog than other streaming software.

What if you turn off the filter?
And maybe turn off the downscaler?
