OBS recording extremely choppy

I am sorry if this is a complete noob question, as I am not particularly tech savvy at all. But i searched for hours and count find a definitive answer to my question.

I have recently started trying to stream my game-play to twitch and/or record it. I use OBS for both tasks. I noticed my stream was very choppy playing Gears of War 4 and the Division. I thought this might just be the stream, but even with streaming turned off, and just using the OBS record feature, the video is still extremely choppy.

If I run Gears of War 4 in a window, to watch my usage in the task manager, my CPU constantly spikes to near 100%. That said, I am guessing the CPU is the problem. I would greatly appreciate it if you could tell me if this is the case, and if so, what CPU would be best for this task. I will link to my full build below.

The CPU is the weak link, but that's usually the case with AMD GPUs.

nVidia GPUs have fixed function hardware to handle streaming, and generally perform much better in that case. Even an i7-7700k struggles to stream those games with an AMD GPU.
