OBS streaming kb/s fluctuating causing dropped frames

Hello, my stream is terrible to watch because I am getting a high percentage of dropped frames. I believe its in direct relation to the kb/s because that is fluctuating down to triple digits at times and the dropped frame percentage goes up soon after. Here are my computer specs;
Cpu: Intel core i7 3770
Gpu: Gigabyte GeForce GTX 1060 Aorus with 6gb of dram
Ram: 16 gigabytes
When I look at task manager, it shows me that my gpu and cpu are in 60% usage. Thank you for reading this and hopefully suggesting solutions.

what is your upload kb/s set to in obs?
what is your upload speed you pay for?(speedtest.net is a good way to get your upload speed)

what res/fps is obs streaming at?

how much of a buffer are you using and what is your retry timeout? I recommend a 10 sec buffer with 3sec retry time at least

Is your video card hardware render enabled in OBS? it should be

your specs are better then mine and i stream 1080p at 60fps on my fx8350/r290x....so i would guess its going to be an internet provider issue or buffer setting
