Question OC 3200mhz to 3600mhz without changing timings

Which of these RAM modules is the best choice if I’d want 3200mhz ram modules to become 3600mhz without decreasing much of the timings? I would like to keep these at 16 for the CL/CAS latency and have the voltage below 1.4

Corsair Vengeance LPX 3200mhz CL16 1.35v
Kingston HyperX Fury 3200Mhz CL16 1.35v

I’ll be getting 4x32GB (128GB RAM)

Post the system specs of the system the ram will be installed. Why do you mention 4x32GB?

There is more involved than just increasing the frequency by 400MHz. Cas latency is only one part of the timings and depending on the quality of the ram and the type of module PCB, you may not even be able to increase frequency and keep the same timings.
 
Most of the time when you increase the speed of the ram, the timings will need to be 'loosened' to allow the ram to run at the speed with stability. This is why you have double digit cl with 3Ghz ram while old pc133 ram had cl2.5 and cl3.
