OC applies on desktop, not ingames

I've been googling this for a while and I can't seem to find anyone else that experiences this issue.

My overclock applies fine on the desktop, for example I applied 4.8ghz to my 8700k and for all intensive purposes that worked.

I launch any game and my CPU maxes at 4.3ghz and I have no idea why, it's probably something easy right in front of me but I'm stumped.

Corsair Hydro H150i PRO 360MM CPU COOLER
ASRock Fatal1ty Z370 Gaming K6
Corsair DDR4 Vengeance 3600MHz 16GB RGB

Applied How?

Motherboard Auto Overclocking?
(if that's the case you think you are OCing but you're just along for the ride, you really have no control, the motherboard does.)

I am guessing not manual BIOS overclocking or else there would be a lot more information to supply regarding how your settings are configured.

I applied it through BIOS, I also tried software with no avail.

I've also tried OC defaults in BIOS for 5Ghz, 4.8, 4.7 etc and they all do the same as well.

Flashed bios for the 3rd time and somehow fixed it; dunno how but yea....

Running a stable 4.8Ghz OC now, waiting for new thermal paste and I will be taking it to 5Ghz
