OC CPU Build w/ GTX 970 or Non-OC CPU GTX 1080 Build?

So I have two builds that I am considering which are both around the $1.1k budget range and I can't decide which one to go with. This build is aimed at gaming in 1440p resolution with 60 fps or above.

First Build:
CPU - i5-4690K 3.5GHz
CPU Cooler - Corsair H80i GT
Motherboard - ASRock z97 PRO4
RAM - Corsair Vengeance 8GB DDR3-1600
GPU - Gigabite GTX 970 4GB Windforce
Case Fan - x2 SP120 and x2 AF120 (Quiet Editions)


(following things are the same for both builds)

PSU - EVGA SuperNOVA NEX 650W 80+ Gold Certified Fully Modular
SSD - Samsung 850-Evo 250GB
HDD - Seagate 1TB 7200rpm
Case - Phanteks Eclipse P400s White

Extra - Custom Cable Sleeves + Windows 10 CD Key

Total Cost: $1157.94

Second Build:
CPU - i5-4460
Motherboard - ASRock H97 Anniversary
RAM - Kingston HyperX Fury 16GB DDR3-1866
GPU - Gigabite GTX 1070 8GB Windforce
Case Fan - Either x2 SP120 or x2 AF120

Any recommendations are welcome for part changes/updates.
 
Solution
The answer is NEITHER
Build a skylake/ DDR4 overclocking build and get an 8 Gig RX 480 when they are released on Jun 29 . They cost so much less than a GTX 970 and will perform better as well .
You can also save by reducing the psu to a 500 watt unit
