well,
the only thing that these patches are going to do is adjust settings in windows to make it run more effeciently. of course, that will probably make a difference, but, there is no way to really INCREASE bandwidth by that much.
i ran this one program from this site http://www.speedguide.net/Cable_modems/cable_patches.shtml

also, there is a good speed test at this site http://www.pcpitstop.com/internet/default.asp

another good bandwidth test is here http://bandwidthplace.com/speedtest/

run the tests from all the different sites, then pick the patches that you think you need. like if you use PPOE to connect to your dsl, like i do, then you need to run the PPOE patches from speedguide. you should also run the web patch, because that causes faster page loading.
also, make sure that you do this, but this only works if you are using WINXP pro i think...but it releases 20% of the bandwidth when something is using high priority packets...
so, check those out, and i hope that it helps.

umm, back up your registry before you do any of this...i forgot to say that.
you should be safe doing this...it hasnt hurt me...
and i am using routed ppoe...
also, i think that their site has a "default" patch that restores everything to what windows had before you did the patches.

So should i create a back up of the Windows before i do this change? so create a rescue disk? I got windows ME so i should i use the PPoe?

using ppoe depends on how you connect to your dsl.
you should ask your ISP what you use to connect to your DSL.
i am pretty sure that you dont use PPOE, but just ask them to make sure.
and for WIN ME, i suppose that you should make a rescue disk of WINDOWS...like a recovery disk set.

cant remember for sure, but i think in WIN98 you can just tell it to back up the registry.
you click START>RUN and then type REGEDIT in the run box and hit enter. then click file, and there should be an option to back up the registry.
with XP, all you need to do is go to a previous working state if you computer has problems. or run the pc recovery program, which will restore your system to the state it was in when it last created a recovery point.

well, i have been forgetting a letter in its name...
it is really PPPoE. Point to Point Protocol OVER Ethernet.
here is what http://www.speedguide.net says it is.

"PPPoE ( Point-to-Point Protocol over Ethernet ) is a method for building PPP sessions and encapsulating packets, as described in RFC2516. Although it is not a standard, PPPoE is already being used by a number of DSL providers. It requires either routers that have built-in PPPoE support, or PPPoE software to "dial up" and establish the session." -Speedguide.net

I think it is just a way to make it so that they dont have to give you specific hardware. like you could get your own network card, and your own modem (i think). because all the login information isnt based on a MAC address (or specific id of the hardware). when it says "DIAL UP" it isnt really dialing up, you are just putting in your password. the modem syncs with the DSL, and then you log into the network. i havent had to do this for a LONG time, because my router has PPPoE software built in, so i just have to put in the log in information, and allow the dsl to sync up. i dont know the benefits or drawbacks of PPPoE, but i can see where it would make it easier for DSL providors to not have to worry about keeping track of MAC addresses. But i dont know.
i hope that helps...if not, i will look up some more.

I am also on Sympatico HSE in Hamilton Ontario. Try using this RASPPPOE. It is faster then Access Manager and more reliable. I have been using it for 2 yrs.
