oc i5-3570k rarely uses max multiplier

I set the turbo multiplier to 41, but even under stress (x265 video encoding or cpu-z cpu stress) the used multiplier stays at the base frequency (3.4GHz) most of the time, only rarely single cores step up to 4.1GHz for a very short time. The cpu doesn't even use the max. multipl. specified for the cpu (3.8GHz).

temperatures (max. 73°C) and power (max. 60W) stay well below the specified values.

Any ideas what settings I may have screwed up?

I already got it working.
On the Z77-D3H you can set the values for 1, 2, 3 and 4 cores. I set them all to 42 now, as well as the general frequency setting.
I just reset the BIOS ("optimal values") and then changed the multipliers again and now it runs stable at 4,200 at 80°C and 78W under stress. I had a 24h run of video encoding and it was completely stable.

Well you have nothing wrong as turbo multiplier only works when app you are using is utilizing 1 single core.Your processor stays at base frequency due to thermal throttling.When it cools down,it should go to 3.8Ghz.
