should it be possible to OC a i5 6600k with a h110i gt watercooler to 4,6GHz with msi z170a-g45 gaming motherboard and with Corsair RMx Series RM750x 80 PLUS Gold?

with the voltage settings of 1.320v and the ring frequency to 3900MHz?

Every CPU is different.

I have two identical AMD Phenom II CPU on identical motherboards. One overclocks to 4Ghz (very good for a Phenom) , the other only to 3.45Ghz (not so good)

Occasionally you get someone on this forum really angry because they spent $$$ on flash PC with a K series CPU, and it won't overclock beyond 4.2GHz.
It sometimes happens to me.... just have to live with it.

If you build a PC, you might get a great overclocker, or you might get a dog.

Yeah its entirely up to your cpu. I can't get my 4690k past 4.4ghz stable on air (temps are fine, just crashes)
