Question OC i5 9600k Power Package Limit change or na?

Just managed to use a z390ud gigabyte mobo to reach stable clock of 5ghz with avx offset of 3 at 1.36v; yeh I know my mobo isnt great hence the avx offset but im sat at 60-70 degrees package but im only pulling 93w from the wall max? Is that normal wtf is going on swear their max tdp from factory is 95. Im using air cooling but want to try reach 5.1ghz stable oc at 1.375v is my power limit (95W on bios) making me blue screen or is my cpu as sh*t as I suspect XD

Intel CPUs typically pull lower power than their TDP suggests. At stock, you're probably only pulling around 65W running Prime95.

Not all CPUs can do 5.1GHz.
