OC Multiplier stay at 7

Hi, i have a FX8350 with MSI 970gaming motherboard, im trying to OC, the problem is that my multiplier stay always at 7, i set it at 23 on BIOS. I have Turbo Off, CiQ off. whats happening?

PD: When I disable CPU smart protection multiplier stay at 23, is this OK

Is it a Black Edition? if not then i would not be surprised if you can not overclock it.
Black editions are the only cpu with unlocked multipliers
