Question Occasional HDMI Port -> Display Lag?

I have a 3/4 year old Dell Alienware M17. Specs:
i7 8750H with UHD 630 - (Display to external monitor via Thunderbolt 3 Port)
RTX 2070MQ 8GB - (Display to external monitor via HDMI 2.0b or DP 1.4)
32GB RAM (capable of 3200mhz - running at 2667mhz)
2TB M.2. PCIE4.0 SSD (running at PCIE 3.0 due to slot speed) + 1TB Sata6 SSD

I have noticed that with multiple different HDMI cables from the HDMI port (with the laptop main monitor display off so only my external monitor is running) sometimes massive lags in (what I suspect) data from the laptop port to the monitor port.
In short it sometimes randomly starts running as if some component was experiencing massive latency causing the whole system to lag however simply unplugging and plugging the cable back in at the HDMI out from the laptop "fixes" it for a bit?
The monitor on my laptop is 17" 60hz and the monitor I have it connected to is 27" 240hz AOC C27G2Z (running at 144hz). I have tried with multiple different cables all of which have had the same result.
Each time this happened I checked Task Manager which showed no usage spike on any of the components and I always keep my CPU uptodate with Intel DSA and my GPU I check almost everyday with Geforce Experience.
Most of my components are rarely above 50% usage (my CPU when generally browsing averages around 20% - 70% usage with occasional quick 100% spikes when I load stuff like new tabs and I always keep the cooling fans manually at 3907rpm - they are capable of 4096rpm according to HWinfo - and my PC is on a cooling stand - Klim Wind - with all 4 stand fans running at max)

[If keeping my PC fans running at close to max RPM manually isn't good please note below and why so I can understand since I assume the fans are designed to be able to run at that RPM?]

The cables I have tried are supposedly rated at 8K 60Hz, 4K 120Hz etc... ratings although I do know a lot aren't up to "standards"...
 
is the problem on the internal display as well?

update the bios of your laptop
update chipset driver
update intel graphics driver

try ddu uninstaller and reinstall the latest nvidia.com driver
last I tried my internal display this issue wasn't apparent.
my bios is uptodate
the chipset (HM370) says its uptodate
my UHD 630 is updated (gets updates through Intel DSA)
Currently reinstalled after clearing the old drivers with ddu uninstaller not had issue yet. (Will post here if I do)
