occasional ticking coming from either my gpu or cpu heatsink, even after i turn it off!

so i've been hearing a ticking noise since i built my pc. it is very random, it happens on and off, and periodically, the ticking is spaced out 2-3 seconds. its weird because even after i turn off my pc it happens for 5+ minutes at least. is this odd at all? its not that loud, especially because i have noise cancelling headphones. what can possibly cause periodic ticking from either 2 of these parts? i am 99% its coming from one of them because i have listened in closely on the sound.

specs: mobo: gigabyte z170 gaming 3
gpu: zotac gtx 1070
cpu: i5 6600k
cpu cooler: evo 212

Sounds to me that you could possibly have a short circuit there somewhere, and it will continue after turning the pc off as there is still power in the system. If you unplug the PSU, or turn its switch off it should die down pretty quickly as the capacitors are drained.
I'd suggest taking the system apart again and reassembling.
