Without trying to be a smartass--it's trade value is exactly the same as
every other item in the game, namely, whatever you can get for it.

There is no "assigned value" for anything.

Well I'm not sure on trade values, is it worth an IST? could I get
Tal's Ammy for it? no idea

It's very unlikely you'd get either for an Oculus, particularly a Tal's
Ammy, which is one of the most sought-after items in the game.
