OCX File issue [solved]

Good morning,

I am having an issue where by when I try to open a program I receive the error CSCMD32.ocx or one of it's dependencies are not properly registered: A file is missing or invalid.

So naturally I try and register the OCX file and receive the below:

load library ("cscmd32.ocx") failed. The specified module could not be found.

Any ideas? (This is an XP machine but I posted in the win 7 as I think it is more active and I am urgently trying to get a resolution for this problem)
 
Think I might be getting somewhere now! Fingers crossed. Downloaded dependency walker which showed there was an issue with a specific DLL. I ran a Windows repair install and sure enough when it got to copying over the DLL that dependency walker told me was an issue it failed to copy it over properly. I am hoping that it is corrupt on the CD. I am now going to finish the repair install and download and install the troublesome DLL manually. Hopefully this will resolve my issue!!!!
 
Didn't work. I can't delete the files! every time I try and delete, I get a cycle redundancy message come up. I can't paste and replace either I get the same message.

Edit: Going to run a chkdsk. I think there may be a bad sector on the HDD
