[SOLVED] Odd 1080 TI throttling

I have a very weird problem I can't figure out. Ill try to make this quick
Specs:
i7 8700k
GTX 1080 Ti
16GB corsair 3200mhz
Z390-A Pro
samsung 960 evo 250gb
Corsair HX1000
Problem: In heavy gaming use, specifically new COD, my graphics card will be at 90+% usage and CPU at ~50%. All is fine and well, getting around 140FPS on 1440p 144hz monitor. Randomly though and without an obvious cause my GPU usage will drop to around 60% and my cpu will either stay the same or raise to nearly 70%, and in turn my performance drops to 70-80FPS. I have updated my graphics drivers, updated my BIOS. I'm running a liquid cooling setup so my GPU doesn't get above 40c and CPU stays at 55c. No temp spikes when this happens. Some games it doesn't happen. But when it does it doesn't revert until the match is over or I restart. Any advice or ideas are appreciated, Thanks.

Sounds like a driver issue. I’d try a different driver. Latest driver may have an issue.

Not 100% sure because if how intermittent the problem is but reverting to the 441.12 graphics drivers seemed to fix the problem. 441.20 must have problems.
