Question Odd beeping?

Oddly enough, my computer seems to work fine, but I hear one single beep, and then 2 short beeps after that. Im unsure of what it means, but maybe it has something to do with my CPU, which seems to be running at 100% even while idling.

Alright, a quick restart and its no longer doing the beeping, but im still concerned because while on the windows home screen, NO GAMES OPEN, its still running at max, says its running at 4.5 MHz but only under 1% load, is this possible?

beeping came back as soon as I opened up my Cam software...
