Odd FPS bug - 25fps cap

The issue is that when I got my new monitor, whenever I boot up my PC, some games (such as Arma 3 and ESO) are locked at 25 fps until I restart my computer. I checked my nVidia control panel and couldn't find anything wrong. I have a GTX 1080 so I doubt performance is the reason behind it, seeing as how the games run just fine, only AFTER a restart.

I don't know if perhaps it's bad drivers, or my new monitor, but the fps gets stuck at 24-25 with no fluctuation. The odd thing is that with ESO, whenever I click another window, the FPS goes back up to 100 until I click it again.

Edit: As far as I know, Arma 3 and The Elder Scrolls Online are the only games that have this issue. I haven't able to find any others that do as of now.
 
2 Questions:
1. What monitor did you have before, and what did you change to?
2. What is the resolution and refresh rates of those monitors

Also have you made sure to disable VSync and Triple Buffering in Nvidia control panel?
 


My original monitor was an ASUS 60Hz while my new monitor is the Acer XB241H at 144Hz with GSync enabled. Both are 1080p. I use both in a dual configuration but I use the GSync monitor for just about everything.

Triple buffering is disabled while VSync is set to use application settings. Vsync is disabled in-game.
 
Try these 3 things in order:
1. Run the games on full-screen mode (not windowed or borderless)
2. Go to PhysX settings on Nvidia control panel and make sure you select GPU and not your CPU
3. Try running games on one monitor while the other one is disabled and see what fps you get.
 


None of these above worked, unfortunately.
