Odd lines in Witcher 3 and R9290x

Unable to get a snap of it when it happens, but sometimes when I move my mouse at all or move the camera in the game, it is almost as if the screen is made up of segmented blocks. You can see lines that run about 1/8 to 1/4 the screen length in a horizontal manner, almost as if someone badly stitched images together in photoshop to form one large picture.

Running an i5, 12gb sniper ram, r9 290x rig with witcher 3 on high. On 4k res, these lines are worse than with 1900x.
 
Happens in everything it seems, loaded up borderlands and a few other pc games, the same thing happens when i move the camera quickly. Although, in those other games this problem is far less noticeable. They are easy to spot in Witcher 3 but might take a few swipes of the mouse for them to be noticeable in some other games I have for the pc.
 
check the monitor cable.. or try new one.. change the port...???

have u tried some benchmark apps like heaven, valley, 3d mark.. is there a line also?
if there a line also it could indicate hardware failure...
 
none of those apps whip the camera around fast enough to see the lines, my benchmarks look fine though. again, this only happens if i turn the camera or character in game around quickly and move the mouse left and right quickly. This didn't happen on my GTX970 just before I had this r9 290x.
