Odd screen "flicker" in Steam games only

Hey guys,

So just yesterday I noticed a "flash" or "flicker" of a white and blue dotted line and black box filling in the area below near the bottom of my laptop display. It seems that it doesn't flicker in any special shaped pattern, but just randomly with the occasional full-screen black flicker. I don't believe this has to do with the problem - but this issue only came up after I booted CS:GO for the first time on the laptop.

I (obviously) googled the issue and it came up as a LCD connection problem which I doubt since my flicker only happens while in steam games rather than system wide. I haven't tested it on my entire library, but from what I have tested, it occurs when I start a game, and whenever I open the web browser in the steam overlay - getting much more frequent when I scroll in a web page. I noticed that the bigger the steam overlay webpage is, the more flicker. This is the same case with CS:GO, PUBG, and Rocket League. BUT, in Rainbow Six Siege the flickering occurs all the time.

My laptop is a Dell Inspiron 7559 which in fact I recently reset for a fresh start. I have already tried a clean install of GPU drivers, reinstalling steam, and verifying all of my games integrity.

Just tried connecting to my TV and a couple things happened; With GTA 5 and the flicker open, the second I disconnected all my cables (AC, mouse, USB mic) to go to my living room - the flickering stopped, and only came back after I restarted the game. Once again with GTA 5 and the flicker open (cables reattached) I connected my laptop to the TV in duplicate mode and the flicker disappeared on the laptop (as well as no flicker on the TV - same results when displaying on TV only). This leaves me confused to whats causing the problem.
 


Pics below of temps. The laptop has never overheated or become extremely hot, only after 3-5+ hours of intensive gaming it heats up more than usual - which is when i give it a break for a couple of hours.
