Odd screen tearing in-game?

Not sure if this even qualifies as screen tearing, but I honestly don't know what it is exactly.

This happens in Overwatch and in a number of other games, and I have no idea what the problem is or how to fix it.

Specs:
Monitor BENQ XL2411Z 1920x1080 144hz
OS Name Microsoft Windows 10 Home Version 10.0.15063 Build 15063 System Type x64-based PC System SKU SKU
Processor Intel(R) Core(TM) i7-7700K CPU @ 4.20GHz, 4200 Mhz, 4 Core(s), 8 Logical Processor(s)
RAM 32 GB
Graphics Card GTX 1070

Any help would be greatly appreciated.

I have a 1080 Ti or an EVGA 1080 Ti FTW3 Hybrid without a user applied OC. You might need to RMA your gvfx card.

Right click on your desktop and click on Nvidia Control Panel. Click on Help an then Debug Mode. Make sure it has a check/tickmark next to it. Try those games again. Better? That may be one troubleshooting step a tech would ask you to perform.
