Is your question how to make Windows installation USB from computer running Ubuntu? There's no easy way, but many guides say that if you format your USB as exFAT, and just copy Windows ISO files over, it will work.

Any of the available Linux burners will be able to create a usable Windows 10 install CD/DVD/Thumbdrive from a .iso. I've been doing that for ages. However, this does require some familiarity with 'dd'
