OEM key for Windows 7 best idea for new build?

Hey guys, so I'm building a new PC for my gf. I want to install win10 for her but not sure how I should go about getting her OS.

Online, I can find win7 keys for as little as $35 and win10 keys for as little as $48. From the more reputable dealers, both of those run $99 consistently.

The $99 ones usually come with install media I think so that could be a reason for the price gap. Maybe?

1. Is there any reason to not trust the supercheap sites(Jaspermall-Techmart is the one in question at the moment)? Can these keys not be legit in some way?

2. If I install an oem copy of 7 will I get a (relatively) immediate option to upgrade to windows 10?
2a. Or, can I simply clean install win10 with an unused win7 oem key?

3. Any other major pieces of information I may not be understanding?

The install media (DVD) is NOT the reason they are cheap. Given a valid license key, the ISO file is downloadable for free from MS.

1. Don't buy from anywhere that is significantly cheaper than the major retailers. MS/Amazon/Newegg/Microcenter/TigerDirect. Almost certainly not valid.

2. Maybe, maybe not. You can always download the MediaCreation tool and force the Upgrade

2a....maybe. If you obtain the most recent Win 10 build, 10586, the possibility of a clean install of Win 10, and activating it with a valid Win 7/8/8.1 license key might work. This is new ground...

3. Just as you wouldn't cheap out on the CPU/GPU/etc...don't cheap out on the OS.
I wouldn't trust someone selling windows 10 or 7 for much more than 20 under 100 because that is way below the market which means they could be fake or have virus's on it. If you get win 7 as long as you upgrade it in time you can go straight to win 10, but a clean install of win 10 is the much better option. If you could post the link to the cheap os's I could check them out.
 
with windows 7. you have to install it once...then run the upgrade...once the upgrade is run you can download the windows 10 iso for free and then do a clean install of windows 10. microsoft gives windows 7 and windows 8 users one year to get a free digitial oem upgrade to windows 10. in real life i would spend the extra for windows 10 number and media. you better off geting the retail version of windows 10 now not the oem. oem locks to your mb if it fails or you change a lot of parts you have to contact ms for a new oem number. with the retail os if let you swap out the mb without needing you to call ms for support.

Fair enough, thank you for the input. Suppose I'll just got with the full version of Win10 then.
