OEM refurbished version: what's it/will it work?

I want to own Windows 7 for my PC legally.
I see an eBay auction for "Windows 7 refurbished": they say it's original and have many hundred positive feedback

Auction says "
This version was originally conceived with recycled computers
are therefore labeled as refurbished versions but not bound by
this manufacturer and free on other systems installed"

My questions are what' kind of Windows is this, and if it's = having a normal one.

Also, how comes they have so many of these DVDs? (they sold 380 already).. I wonder, but 0/380 buyers complains.

Most likely, illegal.
Why no buyer complaints? No one wants to admit to being scammed/buying pirated software.

My advice: If it's too good to be true, it usually is. Quit asking questions and pay for a legitimate version. No Hassle. No Fuss. No Worries. No Money Lost.

Yes eBay is full of these very cheap "OEM" OS selling at 20/30/40 dollars ... if it was honest I guess they didn't have 1000s to sell.. seems available quantity is unlimited lol.

Seeing the price of Windows, no surprise nobody likes Microsoft. I promise I won't use any of their service for the next 10 years, after this robbery, grrr...
