whats the deal between OEM and Retail? people tell me to buy retail and people tell me to buy OEM to save money. whats tha deal?

IN hard drives? Some OEM hard drives are "grey market", bought from major OEM computer companies' surplus. Such drives often come with NO warranty from the manufacturer. Other OEM drives come with the full warranty. I'd say, if you buy OEM, make sure you know your seller.
