Office computer within $300-$400 price range [2016]

Hello everyone,

I am trying to come up with interesting Office PC build on budget.

Main purpose
  • - MS Office
    - Accounting programs
    - Casual PC usage (internet browsing, mail communication, listening to online radio, youtube videos from time to time)
Requirements
  • - $300-$400 price range
    - Minimum space requirement (PC will be placed on table)
    - Has at least 4 SATA connectors (1TB HDD, SSD, Optical mechanic)
    - Able to handle basic above mentioned purposes
Note: We are using some parts from an old PC that are part of this build but are not counted into the price of whole unit.
  • - 2x2GB DDR3-1333MHz
    - 1TB WD Black HDD
    - Optical drive
These are some ideas I had while creating below attached build
  • - Corsair Quiet series 120AF fan > I would like system to be as quiet as possible. This one fan will replace stock intake cooler
    - Low profile CPU cooler > As there is not much room for cooler and following low noise idea this seems to be the best solution.
    - Semi-modular PSU > May be pricy at first look but I think semi-modular PSU (as this system will basicaly only use MoBo, CPU, HDDs+Optical drive) will provide us some room in case of future improvements of system as well as reducing number of cables within the system allowing better air flow and reducing noise

I would love to hear any feedback on this system. As well as any ideas for improvements. Keep in mind price range and the fact, we are using some parts from old computer allowing us to use saved money somewhere else.

HTPC case for minimum space
APU gives plenty of power for light office work, gives 4 cores for low cost.. will use stock cooler
re-use your 4 GB RAM (just picked a random ram here)
512 GB SSD is plenty for office use, very snappy and fast, and you can still throw in the 1tb you have spare
