I want to put the program onto a different pc so i logged into my account and found details of the purchase , i had been given to understand that you could only use the software on 1 pc at a time so i expected to see an uninstall button on my account but their was only a download button , have the rules changed , is it now legal to install the software on more than 1 pc

You have to uninstall it on the computer that has it through Control Panel -> Programs and Features. You don't uninstall it from the web page.
