Offline installer for Framework 3.5?

Hello everyone. I need .NET Framework 3.5 for my new windows 8.1 64bit pro rig. I've tried the normal installer but it says i need to be connected to the internet. I won't be able to gain internet access for a while now so if there is a offline installer that works i'd be great full if you could share it with me, thanks.

It doesn't work offline sadly. Ah well, i've been look still myself, using my phones 3G to download the files. However my data plan doesn't allow Tethering.

you can use pdanet it should allow you to tether through usb regardless if the phone carrier lets you or not
