Must be the only one since you are not saying what computer it is. Can't expect every one to behave same. MB. CPU, RAM and even BIOS make difference.

I have msi b350 gaming plus (latest bios) when i touch cpu core voltage i see 2 option offset or override.

Override will let you set voltage manually and offset + or - apply that much more or less to base voltage. Manual is good for set overclock and override +/- to have flexible voltage according to load.

Vague questions deserve vague answers.

Yes. Override would generally be a fixed voltage for every frequency (unless you get into P-state voltage adjustments), while offset adds or subtracts from the "reference" voltage for a given frequency.

Because the effects are not same even on same platform, let alone on all platforms and depends on BIOS version and MB, CPU etc.
