I have a 32 inch Panasonic LCD/LED TV
MY computer
AMD FX4300
Sapphire Radeon 7850 2gb

What will cause My videos to not seem 1080p or 720p It's all videos internet or in the disc tray.
I've updated Graphics Drivers And all that.
Will someone actually help me I'm tired of making threads and someone giving me one response and then just forgetting about me.

Your video card can most certainly handle this but you are hammering a square peg into a round hole. Your TV is probably keeping the aspect ratio of 1920x1080 but, it is only displaying 1366x768. I believe this will give you a "zoomed in" effect and probably show up a little more pixelated than it should. I really don't know what you can do ther than get a monitor/TV with a native resolution of 1920x1080.
Make sure the TV is set to 1080i (what is the Panasonic model number?)
Use an HDMI or DVI cable to connect your TV.
Only Blu-Ray will be 1920x1080P, most all of your other content will be 1920x1080i or lower. DVD's are 720x480 30fps (US)

sometimes TV's will scale DVD resolutions up to 1080i but it usually isn't done very well..... some people don't notice some do.
