I started up the computer, but I don't know everything I need to configure in BIOS. Also my cooler/heatsink fan (Arctic Cooler Freezer 7 Pro) is not running. Is this normal?

Also, when the menu comes up to format a drive, it says my partioned space is only 130000 MB, when I have a 250gb hard drive.

That fan behavior is normal. EIST (Enhanced Intel SpeedStep Technology) is keeping your CPU running over at a very low idle power setting, in effect under-clocking your CPU and so the temps don't rise enough to signal the fan to start turning.

Not sure what the HD issue is...
